V. a été fondé en 1979 en tant qu'institut indépendant à l'université RWTH d'Aix-la-Chapelle et a commencé ses travaux en 1980. Le lien étroit avec l'université offre à l'institut la meilleure condition préalable pour développer des solutions aux problèmes de gestion des eaux et des déchets de manière interdisciplinaire. Les membres de l'association de parrainage comprennent des scientifiques, des associations, des bureaux de planification et l'industrie de la gestion des eaux et des déchets. Des représentants du secteur consultatif et industriel, de l’université et des ministères fédéraux et régionaux sont actifs au sein du conseil consultatif de la recherche du FiW.
